Parking Management & Operations Analysis Pasadena, CA
In an effort to manage and promote public parking in a more proactive, clean and safe manner, the Old Pasadena Management District (OPMD) assumed management control of three municipal parking garages from the City of Pasadena in July, 2004. However, by mid-way into their first fiscal year of managing the municipal garages, the OPMD was projecting serious budget deficits and was in need of assistance. Steve Gibson (Urban Place Consulting Group) and Andy Miller teamed together and worked with the OPMD on an extremely intense schedule to provide a quick, but thorough assessment of the OPMD parking operation. As a result of this operational assessment, the consultant team increased knowledge and awareness of parking issues for both staff and board members. We also helped to clarify real versus “perceived” issues affecting the parking operation, and identified a number of areas where efficiencies could be realized and costs reduced. |

A primary recommendation of the analysis indicated the need to completely restructure the existing parking operator contract. Upon completion of our initial assessment and letter report, the consultant team was retained to perform additional services to provide a technology review of parking access and revenue control equipment (PARC); a review of possible pay-on-foot technology applications; and to assist the OPMD with development of RFP documents and a new parking operator contract document. The OPMD embraced all of the recommendations of the consultant team and has completed the RFP process to bid, interview and select a new parking operator. The organization has stabilized its financial/budget situation and has installed new, state-of-the-art pay-on-foot parking equipment in all of the garages managed by the OPMD. The transformed parking system is no longer in a deficit situation and now generates net revenues that are retained and reinvested back into the parking system for major repairs and capital improvements.
