Andrew W. Miller, AICP

Before establishing Downtown Parking & Planning Associates in May, 2007 Andy’s professional background included a combined eight years of experience serving as a national consultant for Carl Walker, Inc. and more recently with Urban Place Consulting Group, Inc. Andy has assisted over thirty cities in eleven states in establishing successful downtown revitalization programs and in providing solutions to their specific parking issues and constraints.

Prior to his consulting work, Andy served as the Executive Director of the Kalamazoo Downtown Development Authority in Kalamazoo, Michigan; and as the Executive Director of the Pottsville Area Development Corp. in Pottsville, Pennsylvania. In both of these positions he was responsible for hands-on management of downtown development districts, and in linking parking planning, management and development with overall downtown revitalization and economic development efforts. The Kalamazoo downtown parking system that Andy managed was one of the first municipal parking operations In the United States to be completely privatized, and it continues to serve as a parking management model for downtowns throughout the country.

This direct, hands-on experience allows Andy to understand and effectively deal with downtown parking and planning issues on a number of different levels, including: budget & finance; management, administration and operations; physical planning and development; feasibility studies; parking access & revenue control equipment (PARC); public relations & communications; marketing & customer service. His extensive experience working directly with downtown customers, stakeholders, elected officials, boards & commissions allows Andy to understand the vitally important, but often misunderstood human/political side to downtown parking and planning.

Andy has presented at a number of national conferences, including the International Downtown Association (IDA), the International Parking Institute (IPI), and the American Public Works Association (APWA), as well as various state, regional and local associations. He is a past President of the Michigan Parking Association (MPA), and has served on the Board of Directors of the Michigan Downtown Association.
